Subsidies for hotels & minpaku

宿泊業・民泊向けの補助金・助成金For guesthouses, ryokan, small hotels and vacation rentals

Self check-in kiosks, property management systems, linen machines and inbound upgrades. Plus one big catch for minpaku owners: many tourism subsidies only cover licensed lodging.

Two examples

The Japan Tourism Agency's labor-saving subsidy for lodging explicitly excludes minpaku operators. Tokyo's inbound support program covers lodging with a Ryokan Act license only. National SME programs look at your business rather than your license — but check each program's rules before you plan.

Fukuoka's minpaku program covers multilingual guides, disaster kits for guests, smart locks and self check-in. Improvements that also raise the value of the home — such as replacing toilets — are not covered.

Many other prefectures and cities run their own lodging programs. Regional pages are coming soon.

Lodging checklist

  • You know your license type: Ryokan Act (hotel, ryokan, simple lodging) or minpaku notification
  • Your lodging is run as a business — a company, or a sole proprietor who filed a business start notification
  • You know how many regular employees you have
  • You have a gBizID Prime account (same day online, up to 1 month by post)
  • You will not order or pay before the grant decision

Common mistakes

  • Assuming a minpaku qualifies for lodging subsidies. Check the license requirement first.
  • Home improvements dressed as business costs. Local minpaku programs usually exclude them.
  • Installing the kiosk before the decision. Costs before the grant decision are not covered.
  • Letting the vendor write your Tokyo application. TCVB will not fund it.

FAQ

Can a minpaku host get subsidies in Japan?

Sometimes. Many tourism subsidies for lodging require a Ryokan Business Act license and exclude minpaku run under the Private Lodging Business Act. Some cities, such as Fukuoka, have programs made for minpaku, and national SME programs may still apply if you run the minpaku as a business.

Is a self check-in kiosk covered by a subsidy?

Yes. Automatic check-in machines are a category in the Labor-Saving Subsidy catalog. You apply through a registered seller, and up to half the cost can be covered within your cap.

I am a foreign owner of a guesthouse. Am I eligible?

Yes. Eligibility depends on your business, its license and its size — not your nationality.

What is the staff limit for the Sustainability Subsidy for hotels?

Lodging businesses can have up to 20 regular employees, compared with 5 for restaurants and shops.
